Perham and Fergus Falls, Minnesota pursue Opportunity Zone 2.0 designations

Otter Tail County is backing Opportunity Zone 2.0 bids for two Minnesota cities, Perham and Fergus Falls, to spur housing and economic development in lower-income tracts. A 2025 housing needs analysis put Perham's median household income at about $51,944, roughly 30% below its surrounding market, and identified demand for more than 1,200 additional housing units. County commissioners prioritized Fergus Falls' application ahead of Perham's, though Commissioner Wayne Johnson said the county will work to win the designation for both communities ahead of the state's nomination deadline.
