California OZ 2.0 Selection Process

California's Governor's Office of Business and Economic Development (GO-Biz), working with the Department of Finance (DOF), is running the state's Opportunity Zones 2.0 nomination process. Local-authority recommendations closed July 20, 2026. The state then published a draft list of tracts recommended for nomination and opened a statewide public comment period from August 3 through August 28, 2026.

Official GO-Biz language (recrawled August 31, 2026): the page still carries a banner that "The Public Comment Period is now open and will close on August 28, 2026, at 11:59 p.m." The same page states: "The deadline for submitting comments is August 28, 2026, at 11:59 pm. Submissions will not be accepted after the deadline." That deadline has passed. No extension is announced, and no nomination results have been published.

California has 2,469 census tracts eligible for OZ 2.0 designation. Under the 25% federal cap the governor may nominate up to 618 tracts. Eligible is not designated. New designations take effect January 1, 2027 and run for 10 years.

Process timeline:

• June 15 – July 20, 2026: Local Authority Recommendation Form window (closed).
• August 3 – August 28, 2026: Draft-list public comment period. Deadline was August 28, 2026 at 11:59 p.m.; late submissions are not accepted. Closed.
• August 3 – August 14, 2026: Separate off-list window for eligible entities to propose ineligible/off-list tracts (closed).
• By September 28, 2026: California plans to submit the Governor's final selections to the U.S. Treasury (a single 30-day extension is available through October 28, 2026 under IRS Rev. Proc. 2026-14).
• January 1, 2027: Certified OZ 2.0 designations take effect.
