OZ 2.0 Nominations: What Happens After Oct 28 and by Nov 27

Oct 28 is the last day to file or change an OZ 2.0 nomination. Treasury has until Nov 27 at the latest to certify; none is certified yet.

The short answer. October 28, 2026 is the last day a governor can file or change Opportunity Zone 2.0 nominations under Rev. Proc. 2026-14. Treasury's 30-day consideration period then ends November 27 at the latest, or December 28 if a governor requests an extension. Until Treasury certifies a tract, it is only nominated.

What ends October 28. The 90-day determination period opened July 1 and closed September 28, 2026. A governor could “request, and receive, a 30-day extension,” which “would conclude, at the latest, on October 28, 2026” (section 2.02(e) of Rev. Proc. 2026-14). Section 5.03 adds that “Any request to modify such a nomination after October 28, 2026, will be denied.” So a state can still add tracts or change an earlier filing until then, and a list published before October 28 is a state's submission to date, not necessarily its final one. As of October 26, 2026, our tracker shows 14 jurisdictions, 13 states and the U.S. Virgin Islands, with 1,658 tracts filed, and New Jersey, Oregon and Pennsylvania as the states that say they will file by October 28. New Jersey's DCA says Treasury granted its 30-day extension and that it will submit its nominations by October 28; Business Oregon and Pennsylvania's DCED report the same October 28 deadline. The other 37 states and DC have no official count yet.

What happens from October 29 to November 27. Under section 2.02(f) of the revenue procedure, the Secretary of the Treasury has until the end of a 30-day “consideration period,” which starts when Treasury receives notice of a nomination, to certify it. For nominations made within the determination period, that period “would conclude on November 27, 2026, at the latest.” A governor may “request, and receive” a 30-day extension to December 28, 2026, at the latest. November 27 is an outer limit, not an announcement date: the revenue procedure sets no date for Treasury to publish a list, and none is certified yet. Treasury will also consider a nominated tract that is not on the eligibility appendix to the extent the nomination comes with a detailed analysis using current tract-level data (section 5.04). A state or city release is not certification; we show a state as certified only when Treasury, the IRS or the CDFI Fund publishes it, so Idaho's 25, which Idaho Commerce reports Treasury approved, still read as nominated (see our review-window explainer). Certified zones take effect January 1, 2027 and run through December 31, 2036.

What investors and developers should do now. Treat a nominated tract as a candidate, not a zone, and date anything you write down about it. The pool is the Rev. Proc. 2026-14 list of 25,332 eligible tracts nationwide, 8,334 of them rural, and each governor may nominate up to 25% of their state's eligible tracts, so many eligible tracts will not make a state's list. Investments in a qualified opportunity fund made on or after January 1, 2027 fall under OZ 2.0, and the 180-day clock decides which side of that date a gain lands on; see investing in Opportunity Zones starting January 1, 2027. The rural flag matters because a qualified rural opportunity fund gets a 30% basis increase after five years instead of 10%, per IRS Notice 2026-55. Developers with a site in a nominated tract should ask whether it is on the state's filed list, and keep a plan that works if the tract is not certified.

How to check an address. Type the street address into the search box on our OZ map. It finds the census tract and shows whether the tract is a current (2018) Opportunity Zone, whether it is eligible for the zones that start January 1, 2027, and its state's nomination status. Where a state has published its list, the result shows whether the tract is on it. For an estimate where no list is out, use the OZ 2.0 likelihood checker. An estimate is not a certification.

Where to follow it. The OZ 2.0 nomination tracker lists each state's status, filed count, cap and October 28 deadline, with a source link for every filing and a separate certified count that stays at zero until Treasury, the IRS or the CDFI Fund publishes a list. Check it after October 28 for the final filings, and again through late November for any certification.
