Rev. Proc. 2026-14: how governors nominate OZ 2.0 census tracts
What changed and who it affects: Sets the procedure for governors to nominate census tracts for designation effective January 1, 2027, and lists the eligible tracts, including fully rural ones. Affects state agencies, local governments and anyone checking whether a tract can qualify.
Rev. Proc. 2026-14 gives the chief executive of each State, territory and the District of Columbia the procedure for nominating population census tracts to be designated as QOZs effective January 1, 2027.
The IRS release (IR-2026-45, April 6, 2026) says the revenue procedure also identifies the eligible population census tracts, including those comprised entirely of a rural area.
