New Jersey Opportunity Zones for Agents: The Oct 28 Deadline and What to Tell Clients
New Jersey opportunity zones for agents: where the OZ 2.0 nominations stand before Oct 28, the 518 eligible tracts, how to check a listing, and talking points.
New Jersey agents are hearing about Opportunity Zones from sellers with large gains and from developers looking at Newark, Paterson, Jersey City and Camden. New Jersey’s OZ 2.0 list is expected by October 28, 2026, and it isn’t public yet. This guide gives you the New Jersey facts in the wording our nomination tracker uses, shows how to check a listing, and covers what to tell clients until the list is out.
It’s part of our series for agents. The hub is OZ talking points for your next listing appointment. The full state page is New Jersey Opportunity Zones 2.0.
New Jersey status, in one paragraph
New Jersey’s status on our tracker is “Pending, no official count yet.” The NJ Department of Community Affairs (DCA) says New Jersey received a 30-day extension from Treasury and will submit its nominations by the extended federal deadline of October 28, 2026. DCA and the NJ Economic Development Authority ran a stakeholder recommendation period that opened July 31 and closed August 28, 2026. The state is combining that input with technical analysis for Gov. Mikie Sherrill’s nominations. No draft or final list is published.
Key numbers and dates
- 518 New Jersey tracts eligible for OZ 2.0 on Treasury’s September 2026 eligibility data. DCA’s eligible list has 516, matching the original appendix.
- Up to 130 may be nominated (25%, rounded up, under IRS Rev. Proc. 2026-14). DCA’s page still says up to 129.
- 169 2018 zones in New Jersey today, so the 2027 map will be smaller.
- 37 of the eligible tracts are rural.
- Counties with the most eligible tracts: Essex (114), Hudson (82), Passaic (55), Union (35), Camden (35). See the county lists for Essex, Hudson, Passaic.
- October 28, 2026: New Jersey’s extended filing date.
- November 27, 2026: the latest date for Treasury to certify, or December 28, 2026 if the governor requests the 30-day extension.
- January 1, 2027: certified OZ 2.0 zones take effect.
- December 31, 2028: the 2018 New Jersey zones stay in effect through this date (Public Law 119-21 §70421(b)(4)).
How to check a New Jersey listing
- Run the address in the census tract lookup to get the 11-digit tract number.
- Run it in the OZ 2.0 likelihood checker. Until New Jersey files, the result shows whether the tract is eligible for OZ 2.0 and gives an estimate, not a confirmed pick.
- Or open the New Jersey tract lists and find the county, or browse the Opportunity Zone map filtered to New Jersey.

What to say about a New Jersey tract
- Eligible: “This tract is eligible for OZ 2.0. New Jersey can pick only about one in four eligible tracts, and its list is expected by October 28.”
- Not eligible: “This tract isn’t on Treasury’s eligible list, so it can’t be a 2027 zone.”
- In a 2018 zone: “The tract is in a current zone through 2028. Whether it’s in a 2027 zone depends on New Jersey’s list and Treasury certification.”
Avoid saying a New Jersey tract “is an Opportunity Zone” for 2027, or that it “will be nominated.” See OZ 2.0 for brokers for wording.
Talking points for New Jersey sellers
- The seller’s property doesn’t need to be in a zone. The OZ benefit comes from investing eligible gain in a qualified opportunity fund within 180 days. See the 180-day clock for sellers.
- State income tax. New Jersey taxes individual income (NJ Division of Taxation). Whether New Jersey follows the federal OZ deferral and exclusion is a question for the client’s CPA, not something to promise in a listing.
- Timing around January 1, 2027. Investments made after December 31, 2026 get the OZ 2.0 terms. See investing in an Opportunity Zone in January 2027.
- Comparing options. For a seller weighing a 1031 exchange, a DST or an OZ fund, the 1031 vs DST vs Opportunity Zone calculator puts the three side by side.
