Pennsylvania nominates 218 Opportunity Zone 2.0 tracts, its maximum

PA DCED announced on Oct 29, 2026 that Pennsylvania submitted its 218 Opportunity Zone 2.0 nominations to Treasury, the 25% maximum of its 871 eligible tracts. DCED’s map shows 208 of the 218 so far, in 63 counties, led by Philadelphia County (44). No Treasury, IRS or CDFI Fund list is published yet.

Pennsylvania has nominated 218 census tracts for Opportunity Zone 2.0, the next round of opportunity zones, which starts January 1, 2027. The Pennsylvania Department of Community and Economic Development (DCED) announced on Oct 29, 2026: “Pennsylvania has submitted the Commonwealth's 218 Opportunity Zone 2.0 (QOZ 2.0) nominations to the U.S. Department of Treasury.” Under IRS Rev. Proc. 2026-14, a state that takes the single 30-day extension has until October 28, 2026 to make its nominations.

218 is the most Pennsylvania can pick. Treasury’s September 23, 2026 eligibility data lists 871 eligible Pennsylvania tracts, and a state may nominate up to 25% of its eligible tracts, rounded up: 218 for Pennsylvania.

Where the tracts are. As of the morning of Oct 29, DCED’s map shows 208 of the 218 nominated tracts, in 63 counties; the other 10 are not shown yet. Philadelphia County has the most (44), followed by Allegheny (18), Delaware (11) and Erie (9). DCED’s map classifies 75 of the 208 as rural, and all 208 are on Treasury’s eligible list. OZI maps the 208 now and will add the other 10 when DCED shows them.

Nominated, not yet certified. Treasury has not published an OZ 2.0 zone list, so OZI lists Pennsylvania’s tracts as nominated until it does. DCED says Pennsylvania’s 300 current Opportunity Zones remain in effect through December 2028. Nationwide, Treasury’s September 2026 data counts 25,461 eligible tracts.
