Greg Abbott to nominate the city's tracts. The MDC will file the application; the governor forwards nominations to the U.S. Treasury for certification, with any designation taking effect January 1, 2027. Midland County received no Opportunity Zone designations in the original 2018 round, so a designation this cycle would be the county's first.
